In 2005, Public Art Saint Paul launched the City Artist in Residence (CAIR) Program in collaboration with the Cit of Saint Paul, placing artists upstream as the City envisions and builds its future and as it programs and cares for the public sphere. Employed by Public Art Saint Paul with generous support from private funders, CAIRs are housed in the Department of Public Works to collaborate across city agencies, including Parks, Planning and Economic Development and Libraries. CAIRs Marcus Young and Amanda Lovelee bring forward a new idea of "City Art", made from and within the life-sustaining systems of the city. They advise city agencies, curate expansive city art initiatives, and create new City Artworks.
