In 1989, artist Cliff Garten collaborated with City landscape architects Tim Agness and Jody Martinez to design this park atop the downtown Saint Paul bluff overlooking the Mississippi River. Garten also created the sculptures integrated into the park’s foundations; George Mason created terra cotta relief works set in the park’s railings; poet Karen Sproles wrote of the place’s history on the river:
“We entered a strange wilderness… we camped among Indian nations… we labored with the earth… we bridged great distances… now we remember the wilderness.”
